The condition that only certified and verified people can apply for teaching jobs ensures that the people who apply for these jobs are qualified to teach. For teachers who have already taught before, this could be the last step in becoming a teacher.
This last step comes upon successful completion of the training and job application. This last step is only taken by the first time teaching job applicants. Fingerprinting of the applicant is this last step. Criminal background check of the aspiring teacher cannot be completed without this fingerprinting.
